Xinjiang has become a hot spot for the transfer of cotton spinning industry in the Mainland

In the context of large-scale construction, opening up, and development in Xinjiang, the region has emerged as a key destination for the relocation of cotton spinning industries from inland China. On September 13, representatives from government agencies, industry associations, financial institutions, and enterprises across the national textile sector gathered in Shihezi City, Xinjiang, to attend the 2010 China Cotton Textile Forum. The event focused on the themes of "adjustment, transfer, and development," aiming to explore new directions for the industry.
Participants engaged in in-depth discussions on the trends in both the domestic and global cotton markets. They also shared insights from their respective fields, offering valuable recommendations on how China can transition from being a major textile producer to a true textile power. Sun Huaibin, director of the Center for Economic Research at the China National Textile and Apparel Council, noted that from January to July this year, China’s textile exports rose by 23% year-on-year. While this growth is encouraging, it was partly driven by a low base from the previous year, indicating a gradual recovery rather than an explosive expansion.
Du Yuzhou, president of the China Textile Industry Association, highlighted that while significant changes have occurred in the structure of China's cotton textile industry in recent years, challenges remain. Rising raw material and labor costs continue to pressure textile companies, and the trend of industry polarization is becoming more pronounced. Improvements in corporate profits are still weak, which hinders overall industry growth. Additionally, increasing costs and environmental regulations have led to a decline in the competitiveness of mainland textile producers—a reality that cannot be ignored.
China’s textile industry now stands at a crucial moment for restructuring, upgrading, and transforming its development model. Xinjiang, with its vast cotton production capacity and high-quality cotton output, has become a focal point for the relocation of textile manufacturing from other regions. As part of Xinjiang’s large-scale development efforts, the region offers a promising environment for textile enterprises seeking new opportunities.
To this end, Du Yuzhou proposed organizing a forum in Shihezi to attract mature textile companies and encourage them to invest in Xinjiang. This would not only help local provinces gain a better understanding of the region but also promote the establishment of factories and the expansion of related industries such as knitting, weaving, clothing, home textiles, and printing and dyeing. With increased textile investment, a complete industrial chain could be established in Xinjiang, supporting long-term growth.
Representatives from the Industrial Consumer Products Division of the Ministry of Industry and Information Technology emphasized that during the process of industrial relocation, the transfer of outdated and excess production capacity should follow principles of high starting points and orderly承接 (orderly undertaking). The ultimate goal is to optimize regional industrial structures and create a more sustainable and competitive textile industry.
