2. Focus on the Development Plan of Biomass Fiber and Biochemical Raw Materials under the "12th Five-Year Plan"
President Zheng Zhiyi has provided detailed insights into the development of biomass fiber during a recent speech at the International Chemical Fiber Association. Moving forward, it is essential to thoroughly explore key areas such as breakthrough directions, development strategies, models, and government policy support in this field. Only through effective implementation can the set planning goals be achieved.3. Promote Industrial Chain Collaboration and Enhance Corporate Innovation
Enhancing innovation capabilities within the industry and enterprises is a core component of the “Twelfth Five-Year Plan.†In the past, innovation was often expressed through differentiation and high added value. This time, the concept of differentiation has been expanded to include more comprehensive elements—such as innovative systems, sources of innovation, raw material components, advanced manufacturing processes, and unique product features. True innovation involves these aspects. Previously, we relied on orientation and policy support to drive business innovation. Going forward, we will emphasize market forces, encouraging innovation through collaboration between upstream and downstream industrial chains and professional associations.4. Emphasize Social Responsibility, Green Development, Energy Conservation, and Sustainable Growth
Social responsibility, green and low-carbon practices, energy conservation, and sustainable development must be integral to the formulation and implementation of the “Twelfth Five-Year Plan.†At the previous international chemical fiber conference, both domestic and foreign experts discussed these issues and reached broad consensus. During the first two days, I reviewed the initial draft of the “12th Five-Year Plan†for the recycled polyester industry, which inspired many ideas. Despite the lack of policy support, the industry’s recycled polyester production capacity has reached 7 million tons, with output exceeding 4 million tons, becoming a model of low-carbon and recycling economy in the chemical fiber sector. In the future, we need to study the industry’s development closely and regulate and support the growth of the recycled polyester industry from a policy perspective.5. Promote Industrial Structure Adjustment and Drive Upgrading and Transformation
To effectively promote industrial structure adjustment and drive industrial upgrading and enterprise transformation, we must enhance the overall innovation capabilities of the industry and companies. Before taking office, leaders of the Textile Association shared their expectations for the development of the chemical fiber industry’s product innovation system. I believe there are three key tasks to focus on: First, organize several innovation industry alliances within the sector, seek policy support from the Ministry of Science and Technology, and open up new models of cooperation among production, education, and research. Second, leverage the advantages of existing chemical fiber industry clusters and collaborate with local governments to promote innovation within these clusters. Third, utilize the comprehensive industrial chain advantage of the Textile Association to strengthen cooperation with downstream industry associations, promoting innovative products in terms of standards, testing, OEM, and brand building.6. Implement a Globalization Strategy to Promote Industrial Transfer
The go-global strategy involves two aspects: exporting products and investing capital abroad. While we have seen success in product exports, our focus during the “12th Five-Year Plan†period is to encourage capital exports. The goal is to integrate resources like crude oil, basic chemicals, and wood pulp to occupy emerging markets. Some local chemical fiber companies in Wujiang have already invested in Vietnam, and others are expanding into new markets. Recently, a Chinese viscose company successfully acquired a chemical pulp mill in Canada, marking a positive start. More cases like this are expected in the future.7. Accelerate the Formulation of Product Standards and Promote Internationalization
Frequent natural disasters and incidents like the CCTV fire have raised awareness about the importance of industrial chemical fiber products. These events have drawn attention from national authorities and present an opportunity for industry growth. It is crucial to accelerate the development and improvement of relevant product standards. Establishing market access and mandatory use systems for certain industrial chemical fiber products is also necessary. We hope for the cooperation and support of enterprises. Given the extensive scope of the work and the complexity of coordination, long-term efforts will be required.8. Strengthen Investment Guidance and Improve Early Warning Mechanisms
Social capital is always looking for opportunities. Recently, a friend approached me with funds, seeing that the chemical fiber industry was profitable and asked for my opinion on potential projects. Overall, we do not advocate too many new entrants but instead encourage development based on existing companies. Although the industry has performed well in recent years, we must remain vigilant and continue to improve the early warning mechanism to avoid blind investment and redundant construction.In summary, the six key areas outlined above can be summarized as: “Improve service levels, implement the five-year plan, accelerate upgrades and transformations, promote export and transfer, strengthen quality standards, and guide investment direction.â€
I believe that with the association’s hard work and the joint efforts of all member companies, the association’s work will continue to improve. China’s chemical fiber industry is on the path to a brighter future. Thank you all!
